That why you have a lottery to decide the original order with everybody getting the same odds. Then in year two you flip the order, in year three you flip it again but move everybody one spot and so on. That way nobody get a perk for losing, and everybody can get a top 15 pick every other year.

They don't the only thing that stopped them before was negotiating Canadian rights from distributors. Once they did that Netflix was in Canada pretty much overnight.
