I think the Obama administration should put vote standardization for Presidential election on top of the list of things to move forward in the first 100 days! And I even have a list of improvement to suggest.
Number one: Presidential ballot are paper only no machine of any kind can be used counting is done by hands supervised by election official of both parties!
Number two: National electoral list done by census and updated before every election and every eligible citizen is registered by default.
Number three: A Presidential ballot does not have anything but Presidential candidates on it no more stuffing it with Senate, House, initiatives and god only knows how many local elected position like dog watcher in chief. A separate ballot would be cast but only for Senate and House seat the rest would remain under states control but they would not be permitted to held these local election and referendum on the same day or 90 days before and after a Presidential election.
Number four: Early voting in every states start two week before election day no exception. The polls would be open 12 hours a day for the full two weeks.
Number Five: Standard for waiting time would have to be respected and surprise inspection would be done regularly by federal inspector. In other word you have to be able to accommodate voters in less than five minutes!
Number six: In every states the election would be supervised by both parties plus a federal election official.
Number seven: A jury of twelve citizen would be chosen at random to keep an eye everything and to represent citizen right! That jury would have the power to order more voting facility if federal standard are not met to expand the voting hours and to side with citizen who get their voting right challenged by parties official.
Number eight: Voter challenge cannot be done on election day if parties want to challenge voters they have to do so in front of the jury a week before election day and they have to notify the voter via fed ex mail at least two week before election day. Every rejected challenge would mean a 500$ fine for the challenger to be paid to the voter challenged to compensate for the inconvenience caused.
Number nine: Employers have to give at least three hours of paid leave to everyone of their employees who are working on election day or in the two weeks of early voting.
Number ten: A 1-800 numbers would be made available to provide information and denounce improper action.
