The superhuman registration act, only work in the Comic because of the wider range of characters that Marvel can use. The Marvel/Disney owned movies can't use the X-Men* Fantastic Four, Spiderman**. They got Daredevil back, but aside from the Avengers and a few other IP like Guardian of the Galaxy it a very limited scope to base a big event on. *With a few minor exception like Quicksilver, and Scarlet Witch. **There good news on that front apparently Sony are in talk with Marvel about the Spiderman IP.
