I got to watch CoE again at some point but am almost certain Jack does not even meet Frobisher. The face of the guy who whacked his whole family would be in the news for weeks afterwards. Hell it amazing that nobody else confuse the Doctor for Frobisher. CoE got so dark maybe it no longer canon with DW.
