Bingo it was all a trap. They build the super weapon part and pretty nothing else. The idea was to lure the Rebels to fight a standard military operation around Endor. The Empire problem with the Rebellion was the same that every standard military has with fighting against hit and fade guerilla strategy. How do you fight a enemy that stay hidden and is decentralized? You bait them to centralize and expose itself.
