Estate Tax is not even about getting the money. It about putting a serious incentive for the wealthy to actually spend their money during their lifetime. Money is the energy of the economic wheel and if a small fraction of the population start hoarding away a sizeable portion of the energy from the system it quickly grind to a halt.
